NON-SLIP RUBBER BASE: Non-slip rubber base can be used on most kind of surfaces, such as carpet, wood floor and concrete. If needed,The base has two holes, you can mount it onto the ground with screws ( not included). The wheel is used to adjust the height of the base part, so the rack can be secured against to the ceiling and the floor.
